Gov. David Paterson proposed bold legislation Wednesday that would begin to overhaul how New York treats children who break the law.

It’s about time. It’s been 9½ months since the U.S. Justice Department found that children sent to the state’s dysfunctional youth prisons got shoddy mental health care and were treated violently by guards. And it’s been 4½ months since the governor’s task force on juvenile justice issued recommendations to reform the entire system.....

California lawmakers offer the possibility of parole to juveniles convicted of murder.....

This week, the US Supreme Court decided it was unconstitutional to sentence juveniles to life in prison without parole, if they did not commit homicide. The 6-3 decision has inspired California lawmakers to enact SB 399, a measure taking the court's action one step further. The bill ensures that convicted juveniles, even those who commited crimes involving homicide, would be eligible for parole.....

Young prisoners deserve second chance

ALL "children" imprisoned deserve a "chance" to prove themselves, they have changed, grown up, and to become a productive member of society, but officials have thrown away the "key" for so many. The lastest ruling by the U. S. Supreme court is actually "discrimatory", what about the many left behind, that this ruling does not apply, many children did NOT murder anyone, that did get long, harsh sentencing, IE...30 years with NO chance of parole, what about them? The ruling should NOT have just applied to those ONLY with life with no chance of parole, but for ALL children.

A right to remain silent and a right to a lawyer http://www.cnn.com/2010/CRIME/06/01/us.scotus.miranda/index.html?eref=rss_crime are at the top of the warnings that police recite to suspects during arrests and interrogations.

But Tuesday's majority said that suspects must break their silence and tell police they are going to remain quiet to stop an interrogation, just as they must tell police that they want a lawyer.
