Juvenile Justice: Civil citations instead of arrests working

http://www.flcourier.com/flflorida/8481-juvenile-justice-civil-citations-instead-of-arrests-working

"Children as young as five or six have been arrested, said Martinez, "and that information follows them for life, even if the case is dismissed in Florida, even if this person doesn’t have any future problems."

Arresting such young children is asinine. There must be alternative solutions in place, to help parents, children in their daily lives. Arresting, slapping them in a detention center IS NOT THE ANSWER. IMO
