The frontal lobes of the human brain that control judgment and impulse don't fully develop until age 25. At times, teens may not be able to resist acting impetuously, violently or with poor judgment. If young people aren't capable of thinking like adults, they can't be culpable for their actions to the same degree as adults. The court's ruling recognized that.
